That's true but also you have to consider different tastes, like I really like King's attire, it's simple, but effective to me because he's not a flashy man ... But a lot of people hate attires like that ... Sure there can be some looks that are universally like, huh? I don't like Quantum's current attire either, but some people do.

Also I feel like it should be pointed out that under rated means like, they get overlooked, not many people pay them attention, they aren't given a lot of credit ... I see names on these lists and I'm like huh? Omega Lee for example has consistently had good feuds and been most of the time prominently featured and a ton of people like him. Wouldn't call him under rated at all.

Also also, I personally do think character is more important. Looks DO mean something though, you can't have Gumble's career mode caw (if you haven't seen him ... Good for you) and he can have stellar promos, but if he looks like garbage it's like ehhh. Needs to be that perfect blend.
