"Ringo is overrated" is perhaps the most insane, backwards thing I have ever read on this site, rivaled only by the explanation of, "Austin didn't promo enough as him." Frequency of promos is, not surprisingly, a part of someone's character. The Undertaker isn't going to come out every week to cut inane bullshit insult promos; Brock isn't showing up night in and night out to appear in meaningless segments. He speaks when he should, and that adds power to him.
