Depends on the developers, the last games I pre-ordered on the Xbox store (Vampyr and Jurassic World Evolution) I was able to download in chunks over a week before they released so day 1 i didn't need to download anything.

I think for those that preordered, the download will continue on October 4th around 9pm PST.
